Calcium is the most common cause of kidney stones so if you’re doctor really is telling you to consume more dairy, you need a new doctor (they’re not always right)… especially because you’re lactose intolerant. That will only cause more problems. You actually should NOT eat more fish and meat. 

Read here on this website, on step/page 4, it tells you what to eat to lower your chances of getting them, and how to lower the chances even more if you’ve had one before. 

Such things as drinking more water, increase your fiber intake, eat a balanced diet that is not too high in animal protein (beef, chicken, pork, fish, and eggs), drink fresh lemonade or lemonade from fresh lemons (not flavoring) because the acids will help, and some other stuff. 

Also, here’s some tips to prevent kidney stones.

Too much of something, such as vitamin C, can increase the chances of getting a kidney stone. But too much of anything can be harmful and you should do your best to have a balanced diet. You will be perfectly fine on a plant based diet if you make sure you are getting the proper nutrition. Calcium, protein, iron, and vitamin b12. The first few are easy to get from plant based foods, but vitamin b12 is not and you will have to take a nutritional supplement for that. I can send you some info on a vegan diet if you’d like to know a lot more (:
